That entire episode was classic Keystone Cops.

Why do the idiots leave the car running, key in the ignition, door wide open with firearms in the car?
Then, they have a K-9 on scene, why not use it?

I understand the first unit stolen was the K-9 Unit's car, the second was a SWAT team member's car.

I live across the Indian River from Cocoa, and I have to say, I'm not at all impressed with the quality of the Cocoa Police Department.
