.410 Buckshot load from factory birdshot rounds

I have been trying to find .410 buckshot ammunition without luck. The other day I had the idea to take a .410 1/2 ounce birdshot round, open it and remote the birdshot and replace it with 3 000 pellets. That should be about 210 grains or 0.48 ounces. Would this be safe to do?
