Hopefully the current sheriff being black will syphon off enough of those usually very reliable black Democratic voters.

Yes, which is one reason he has a chance. There was no point to appointing a sheriff sure to lose the election next year. You have to play the hand you're dealt, which the governor did. He's the governor, not the king.

I believe if he is removed by the senate he is ineligible to ever run again

Nope, he can run. Current sheriff is a Democrat but only converted from Republican a week prior to being appointed. Neither sheriff is/was popular with the troops, which leaves an opening for the third significant candidate, Pollock.
