They even admit to breaking the rules in the description!

How are they getting away with this?

Maybe: Two triggers, each fire only one shot when pulled.
But the second trigger shown in the photo could just be a Glock like safety.

There have been a number of firearms put on the market over the last ten years or so, that really skirt the definition of a Machine Gun and/or a Short Barreled Rifle/Shotgun.

I would assume that they rely on the fact that it doesn't automatically reload without an additional manual function. I'd be curious to see their ATF letter, though.
Any weapon which shoots, is designed to shoot, or can be readily restored to shoot, automatically more than one shot without manual reloading, by a single function of the trigger

you're reading into this too much, we've seen a few of these and they've sold thousands, no one would drop that kind of coin of full production without and approval....its been talked about all over Google how it works and why its GTGo

My understanding is, what looks like a "glock" trigger (integrated safety) is in fact itself a trigger, thus you're pulling two triggers that actuate two firing mechanisms 'triggering' two barrels.

Because it is considered a "Volly gun". There have been such guns before, even another by the same company.

It utilizes two chambers and two barrels during firing. The ATF's wording = "automatically" and have through multiple decisions shown that the intent of the word is about the firearm-specific automatic function of the weapons action - not automatic as in a washing machine that turns off automatically.

This gun does not automatically function it's action when you hold the trigger down. Further supporting it's usage as a "volly gun" is that it fires both shots at the exact same time. The trigger mechanism is only capable of performing one action per pull. It drops the hammer. It does not support the ability to reset and drop the hammer again "automatically".

The short answer? Because they said so.

Volly guns may well be outlawed as machine guns in the future...
