The law is very specific.
If someone owns a bunch of guns, & applies for the card, can they keep their guns? Yes.
Can someone make a private purchase if they have the card. Yes.
Can someone make a purchase from a FFL, & fill out the 4473 if they have the card? No.

I’ve often wondered if that law applies at my local post office where they rent space in a shopping center, vs the post office on Oakland Park Blvd, or in Hollywood where the Gov’t actually owns the building. Not that I really care though. GARY

Can't really tell unless you actually submit an order. There is a tax line, but you may be right that that is only for in-state sales. Maybe they don't meet the FL $100k threshold?
