The way I read it, the states would be acting inside the bounds of the Constitution.
A popular vote would, of course, always be in favor of the large cities in each state. I see nothing but adverse consequences of enacting this hare-brained idea into law.

I would file eviction notices anyway, as a CYA move. I had a cousin in the Army SF...one of his teammates at his funeral said they “go over there” so they don’t have to fight them “over here”.
