They could be trying to ensure dealers or buyers comply with local laws? That if you live in a city with a ban, you can't bring the gun into that city. Doesn't mean you can't possess it outside the city.

Federal law states that only the OWNER can possess the key or combination to the gun container. Never use TSA locks. That's what I thought. It's worked for me about a hundred times. I thought Trump had gone nuts when he went all "take the guns and due process later", after Parkland. And his ATF changed the definition of machine gun from firing one bullet with one trigger pull to anything that helps you shoot fast. I have no idea how he has any traction with gun owners...

ss1, You can count Republicans and Democrats, but how many of them actually vote? Politicians listen to the NRA because they have 5 million members in the entire country, but the members are politically active. I was using 2 million as a round number.

It's 2,596,140 Florida concealed firearm licenses. 216,481 of them are out of state.

So, to correct myself, there are 2,379,659 license holders in Florida.

It's a lot of voters.

My only concern about constitutional carry is that it might reduce the number of concealed weapons permits. 2 million permits is a lot of voters, and it's pretty hard for our state legislators and leaders to ignore that.
