No he defeated the Nazis, after they bombed Pearl Harbor.

Of course I was recently told by another poster here that defeating the Nazis was a bad thing for the US to do, so we should probably hold it against him.

The Black Chamber, the Army/State department Cipher Bureau, burgled the Japanese commercial attache's office in New York, made a copy of the diplomatic code and decoded all the messages to the Japanese delegation to the Conference. The US delegation was immediately informed of Japanese communications, which included fallback minimums they would accept.

Because of this the USA and Britain were able to impose a 5-5-3 tonnage ratio on the Japanese, keeping their navy inferior in numbers. A corollary to the Washington Naval Treaty that resulted from this conference let the USN finish the battlecruisers Lexington and Saratoga as the biggest aircraft carriers in the world, and they later were vital to US victories in the Pacific in 1942. This happened because Harding gave the Black Chamber and his high level negotiators at the Conference free rein, ignoring matters of legality and diplomatic propriety.
